Debora Pāvila, M.Jur. has over 10 years’ experience of advising clients on the full range of Latvian and EU competition law issues, including cartel investigations by Latvia’s Competition Council, commercial agreements and distribution agreements, abuse of dominance, compliance training, economic regulation (e.g., the Unfair Retail Practices Prohibition Law) and competition-related litigation.
Her contentious work includes proceedings before administrative and civil courts of Latvia of all instances, as well as before the Court of Justice of the EU.
Debora is leading a major litigation case against Latvia’s Competition Council – challenge of a EUR 7.4 Mio fine imposed on the Moller Mobility Group companies for alleged cartel (the VW case).

Convinced the Procurement Monitoring Bureau to annul a requirement for computers to carry the EPEAT certificate, which would have been a game-changer on the market for government purchases. The requirement also prohibited the only Latvian producer of computers, AS Capital, to participate in this 5 Mio EUR tender.
