Profile

Katrīne Pļaviņa, LL.M., leads the firm’s regulatory practice. She thus advises on GDPR, public procurement, energy, state aid and environment matters.

Katrīne is the firm’s GDPR expert and helps finance, retail, transport and telecom companies attain GDPR compliance on the legal and IT levels. She regularly conducts data protection due diligence, in cooperation with IT auditors at Datakom and helps clients develop products involving biometric data and big data analysis. She also acts as an external data protection officer for finance companies.

Katrine helps companies win fair tenders. She also advises state owned companies and municipalities on how to procure the most competitive offer in a smooth procedure. Katrīne represents clients before Procurement Monitoring Bureau and courts. Katrīne sits at the drafting table of the newest procurement laws and helps to improve them as the Head of the Public Procurement Committee at the Latvian Chamber of Commerce and expert for the European Commission.

Experience

VILGERTS assisted a leading mobile operator in launching its first service involving biometric data. The service identifies people entering end-users premises based on their fingerprint and then compiles an attendance sheet, salary calculation etc.

Proved that Ragn-Sells, a waste management company, had lawfully increased the contract price to include applicable taxes in the EUR 0,5 Mio procurement contract before signing it. The dispute is ongoing after the first instance court ruled in client’s favor.

Advised Riga City Council’s Real Estate Department, the biggest contracting entity in the Baltics, in a EUR 3,7 Mio dispute about admissibility of technical experience for constructing a sports ground. The Public Procurement Monitoring Bureau upheld the recommended approach.

Successfully defended the Riga City Council’s Real Estate Department before the Public Procurement Bureau against claims of unlawful amendments to the tender notice. The EUR 26 Mio tender involved renovating the venue of the National Song and Dance Festival, the central event of Latvia’s Centenary celebrations.
