Our Tallinn office managing partner Kaido Loor advised a local developer in a detail plan dispute with Tallinn City. Later, after issue of the building permits, a neighbour challenged the permits. We represented the client in this critical construction-time dispute. Although the City wished to cancel the two building permits based on the neighbour’s challenge, the City reversed its decision based on our thorough dissenting opinion. This case stresses that it will entail less risks if construction, pre-sales and other major agreements are started after the expiry of 30-day challenge right.
